FY2025 CONTINUUM of CARE COMPETITION ANNOUNCEMENT
HUD Releases FY 2025 CoC NOFO
HUD announced the release of the FY 2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) on November 13, 2025. This announcement opened a 60-day period for communities across the country to prepare and submit their CoC applications to seek funding to address and end homelessness. This year’s NOFO reflects several notable updates in federal priorities, including a stronger emphasis on:
– Expanding access to treatment and recovery-focused services
– Addressing and reducing unsheltered homelessness
– Lowering rates of return to homelessness
– Supporting increased earned income and long term housing stability for participants
Through the 2025 NOFO, HUD is also highlighting new possibilities for strengthening street outreach and transitional housing efforts. In so doing, HUD is encouraging Continuums to closely examine project performance and broaden engagement with a wide range of partners, such as faith-based groups and other community stakeholders.

The City of New Bedford’s Office of Housing & Community Development who serves as the Bristol County Continuum of Care’s (BCCC) “Collaborative Applicant” is reviewing the FY 2025 NOFO to understand its implications for the BCCC region and to ensure both the process and project applications appropriately reflect the updated federal policy priorities.
