2024 CoC Funding Competition
2024 PROJECT RANKING and SCORES RELEASED
On September 19, 2024, the Bristol County Continuum of Care (BCCC) membership received, reviewed and voted on the 2024 CoC Rank and Order of Projects. The BCCC’s Performance Review Committee (PRC) comprised of BCCC members with no relationship–financial or otherwise–to any of the applicants for funding in the FY2024 round previously received, reviewed, vetted, evaluated, scored and ranked all applications for this competition. This year the PRC’s review included individual interviews and presentations from all projects.
All proposal applications received were accepted and ranked; (no proposals were rejected). All projects were scored, rated and ranked according to the Bristol County CoC’s Ranking and Review process outlined in the FY2024 RFP and made available at https://www.bristolcountycoc.com/2024-review-and-ranking-procedures-for-coc-competition/.
In accordance with the 2024 CoC NOFO, the ranking follows a two-tier system such that:
Tier 1 = 90% of the Annual Renewal Demand (a total of $2,813,271) and
Tier 2 = the difference between Tier 1 and the maximum amount of CoC Renewal, including any CoC Reallocation, DV Bonus, and CoC Bonus funds that a CoC applies for (a max total of $1,577,794).
The amount of funding available for a CoC Bonus in this 2024 round was $562,319 and the amount of funding available for a DV Bonus project was $702,889. One DV Bonus project (PH-RRH) was received and ranked in the 2024 round.
The CoC intends to submit a planning grant in the 2024 round that will, in accordance with the HUD CoC NOFO, remain unranked and not a part of the calculations of either of the two tiers. (NOTE: This competition arises out of a competitive NOFO for FY2024 as well as FY2025; HUD will establish specifics as to the handling of year two at a later date. In the interim, the figures presented reflect only FY2024.)
In preparing for its vote, the BCCC membership carefully reviewed and heard the recommendation of the PRC following a PowerPoint presentation (a copy of which is available here: LOOKING-AT-THE-2024-COC-FUNDING-ROUND. The presentation overviewed this year’s Notice of Funding Opportunity (NOFO) and considerations specific to the 2024 competition, HUD policy and program priorities, funding, the process undertaken locally and the ranking recommendation.
In a unanimous vote, the BCCC membership accepted the report of the PRC and its recommendation for ranking in the 2024 CoC Competition.

RFP RELEASED for 2024 COC COMPETITION ROUND
COC COMPETITION MA-505 RFP is NOW AVAILABLE!
On Saturday, August 10, 2024, the Bristol County Continuum of Care (BCCC), acting through the City of New Bedford’s Office of Housing & Community Development (it’s Collaborative Applicant), issued a Request for Proposals (RFP) that includes both instructions and application forms for New/DV Bonus and Renewal projects 2024 COC Program funding from the U.S. Department of Housing and Urban Development (HUD). The RFP and competition applications are available in fillable format here: COC RFP 2024. Application deadline is Friday, August 30, 2024 at 12 noon as further detailed in the RFP.
The linked RFP includes an application for renewal projects as well as new projects (those available through permanent housing bonus and DV bonus funding). For those wanting to separate out the application from the RFP and instructions:

The CoC strongly encourages those from tribal organizations as well as those who work closely with historically marginalized communities to apply for this funding. This competition is open to ALL eligible applicants; one need not have previously applied to participate and submit an application.

2024 REVIEW and RANKING PROCEDURES FOR COC COMPETITION
The procedures used by the CoC in the review, evaluation and ranking of renewal, new/dv bonus and reallocation projects is annually updated and made available to the CoC, project applicants and the community. This information is also referenced within the published RFP.

2024 REALLOCATION PLAN
In anticipation of each CoC funding cycle, the Bristol County Continuum of Care (BCCC) issues its guidance regarding its policies/process for the reallocation of funding from an existing project to a higher performing and/or new permanent housing project.

2024 COC COMPETITION TIMELINE
The 2024 Continuum of Care (CoC) funding competition through the U.S. Department of Housing & Urban Development (HUD) opened on July 31.2024 and will conclude no later than HUD’s Submission deadline of October 30, 2024. Given the 90 day turnaround on the grant deadline, the Bristol County Continuum of Care’s own CoC Competition Calendar is highly accelerated.
