The CoC pursues a comprehensive response to homelessness using a “Continuum of Care” methodology through a community-based network. The BCCC is a membership-driven collective of over 60 organizations, agencies and individuals committed to working together in addressing all variants of homelessness particularly those experiencing chronic homelessness and those unsheltered/unhoused.

2021 CoC Funding Competition

CITY WINS FEDERAL HOMELESS ASSISTANCE FUNDS!

Mayor Jon Mitchell announced that the City of New Bedford has been awarded $2,090,727 in homeless assistance funding by the U.S. Department of Housing and Urban Development (HUD), as part of a competitive grant process under HUD’s Continuum of Care Program.  Read the complete PRESS RELEASE here. 


2021 CONSOLIDATED APPLICATION PACKAGE

The MA-505 CoC Consolidated Application is now available!

As discussed at its October 2021 monthly HSPN membership meeting, the New Bedford 2021 CoC Consolidated Application materials are now available on this site.  All materials were submitted to HUD on Wednesday, November 10, 2021.

2021 RANKING of COC PROPOSALS

The City of New Bedford’s HSPN has received, reviewed and voted on the 2021 Final CoC Rank and Order of Projects.  the HSPN’s Performance Review Committee (PRC) comprised of HSPN members with no relationship–financial or otherwise–to any of the applicants for funding in the FY2021 round received, reviewed, vetted, evaluated, scored and ranked all applications for this competition.  There were three new applications received in this competition round, two of which were expansion projects. One project eligible for renewal in this round, Transition to Stability, was reallocated in its entirety to two higher performing programs that presented the expansion projects.

Seven renewal applications were reviewed, five of which were for permanent supportive housing (PSH) programs, one for the continuum’s Homeless Management Information System (HMIS) and one of which was for the continuum’s coordinated entry program.

On October 21, 2021, the HSPN membership carefully reviewed and heard the recommendation of the PRC following a PowerPoint presentation (a copy of which is available here: LOOKING AT THE 2021 COC FUNDING ROUND ) overviewing this year’s Notice of Funding Opportunity (NOFO) and considerations relative to the competition, HUD policy and program priorities, funding, the process undertaken locally and the ranking recommendation.  In a unanimous vote, the HSPN membership accepted the report of the PRC and its recommendation for ranking in the 2021 CoC Competition.

The process used by the CoC in the review, evaluation and ranking of renewal, new and reallocation projects is annually updated and made available to the CoC, project applicants and the community.

In anticipation of each CoC funding cycle, the City of New Bedford’s Continuum of Care (Homeless Service Provider’s Network or “HSPN”) issues its guidance regarding its policies/process for the reallocation of funding from an existing project to a higher performing and/or new permanent housing project.

COC COMPETITION IS NOW OPEN!

COC COMPETITION MA-505 COC RFP NOW AVAILABLE!

On Friday, September 10, 2021, the City of New Bedford’s Continuum of Care (CoC), acting through the Office of Housing & Community Development, issued a Request for Proposals (RFP) that includes instructions and both new and renewal application forms for 2021 funding from the U.S. Department of Housing and Urban Development (HUD). The RFP is available in fillable format here: MA-505 COC RFP 2021. Application deadline is Friday, October 1, 2021 at 12noon as detailed in the RFP.

The linked RFP includes an application for renewal projects as well as new projects (those available through bonus and DV bonus funding) made available by HUD in this round. This funding arises from HUD’s issuance of its Notice of Funding Opportunity (NOFO) for Fiscal Year 2021 which is available online.

This competition is open to ALL eligible applicants; one need not have previously applied to participate and submit an application.
