The CoC pursues a comprehensive response to homelessness using a “Continuum of Care” methodology through a community-based network. The BCCC is a membership-driven collective of over 60 organizations, agencies and individuals committed to working together in addressing all variants of homelessness particularly those experiencing chronic homelessness and those unsheltered/unhoused.

BCCC 2026 COC PROJECT RANKING AND SCORES 

On July 23, 2026, the Bristol County Continuum of Care (BCCC) membership received, reviewed and voted on the 2026 CoC Rank and Order of Projects. The BCCC’s Performance Review Committee (PRC) comprised of BCCC members with no relationship–financially or otherwise–to any of the applicants for funding in the FY2026 round previously received, reviewed, vetted, evaluated, scored and ranked all applications for this competition.  This year the PRC’s review included individual interviews and presentations from all projects.

Having met the standards for threshold criteria, all proposal applications received were accepted and ranked; no proposals were rejected. All projects were scored, rated and ranked according to the Bristol County CoC’s Ranking and Review process outlined in the CoC’s ranking procedures document available at BRISTOL COUNTY COC REVIEW and RANKING PROCEDURES.2026 . In accordance with the 2026 CoC NOFO from the U.S. Department of Housing & Urban Development (HUD), the ranking follows a two-tier system such that:

Tier 1 = 60% of the Annual Renewal Demand (a total of $2,308,556) and

Tier 2 = the difference between Tier 1 and the maximum amount of CoC Renewal, including any CoC Reallocation, DV Bonus, and CoC Bonus funds that a CoC applies for (a max total of $3,307,927).

The amount of funding available for a CoC Bonus in this 2026 round was $758,095 and the amount of funding available for a DV Bonus project was $1,010,794. Two DV Bonus projects (DV-TH and DV-SSO-CE) were received and ranked in the 2026 round.

The CoC intends to submit a planning grant in the 2026 round that will, in accordance with the HUD CoC NOFO, remain unranked and not a part of the calculations of either of the two tiers.

In preparing for its vote, the BCCC membership carefully reviewed and heard the recommendation of the PRC following a PowerPoint presentation (a copy of which is available here: LOOKING-AT-THE-2026-COC-FUNDING-ROUND. The presentation overviewed this year’s Notice of Funding Opportunity (NOFO) and considerations specific to the 2026 competition, HUD policy and program priorities, funding, the process undertaken locally and the ranking recommendation.

In a unanimous vote, the BCCC membership accepted the report of the PRC and its recommendation for ranking in the 2026 CoC Competition.
