HUD WITHDRAWS THE COC NOFO
On December 8, 2025–just before a lawsuit was to be heard in court challenging the Notice of Funding Opportunity (NOFO)–the U.S. Department of Housing & Urban Development (HUD) withdrew its NOFO for the CoC Competition. This withdrawal will allow HUD to make revisions to the NOFO and reissue it going forward. As of this posting there is no clarity as to when the NOFO will be reissued, but outside of possible revisions being made to legally challenged aspects of the NOFO, it is our thinking that it will, in fact, be reissued. When that is released, we further anticipate the overarching changes to federal policies and priorities that lent structure to the NOFO’s direction will remain.
Given this withdrawal and effective delay, the Bristol County CoC has closed its local competition for the moment. There will be no Friday December 12th deadline as originally established by the competition calendar presented on this BCCC website. Once the NOFO is reissued, it is anticipated that the local competition will be reopening as well.
While this reprieve gives us a few minutes to more deeply consider our opportunities ahead for our individual programs and our collective efforts as a continuum, we urge everyone to continue to prepare for the anticipated rerelease of the NOFO going forward.
